Yeah, really not enough information to give you much advice, but I can tell you this:
I've been reading this forum for 4 years - have read most every thread ever posted - and I have never heard of a fatal wiring problem. Sometimes, while working on a live engine or doing a backwards battery jump or something like that, you can fry some electronics. I do recall one instance where the wiring harness had shorted out from rubbing on a fender well.
I understand the part about the days your friend looked for the problem - he definitely found something wrong with the wiring - but it's really doubtful that the repair would cost more than the car is worth. It sounds like when he replaces relays they just blow again, and there's a short somewhere in the harness. He doesn't know the engine, so he's telling you he's in over his head.
You need to get a Factory Service Manual. You can download one from here:

Then get it to someone who can diagnose electronic gremlims. My guess is that it will cost well under $1000 to fix, even if you've fried a bunch of stuff. There are all sorts of used electronics available from NICO members parting cars, as well as ebay and local junkyards.
