Have not had this happen before -- Fan motor

I have a 1995 240 SX and today I get in the car, turn the air on, nothing happens. fan motor on position 1, 2, 3 no blower at all, position 4 great full speed no problem. Any other position nothing. checked the fuses and they are all OK. confused, blower works on high but nothing else?

I believe that there is something under your dash that all of the controls go threw. I cant remember the name but it looks like a piece of metal with fins on it that also has wires going to/from. Ill find the terminology for it, but that fixed my wifes problem in her Honda.
