That. Repeat: 1. Grind all the rust spots away. 2. Sand with 80grit sand paper to the area around the holes (top and bottom) to bare metal. 3. Use fiber glass resin and mat at the bottom of the holes, look does not matter here. Apply 2-3 layers. 4. Put bondo on top, sand with 80 grit, and repeat until satisfied. 5. Sand the surface with 220grit. 6 primer, use filler primer if you want a smoother surface, and self itching primer for rust prevention. 7. Sand 320 grit. 8. Paint.A sander will save you a lot of time.
I could be wrong on these steps, and materials selection. Body repair experts, please correct me. If you have access to a welder, weld those holes instead of fiber glass, they are much stronger. Also, go to local junk yard and see if they have wingless hatch there.
