TPMS is unreliable at super low temperatures. I didn't even bother putting the sensors on my winter wheels. Do what I do... ignore the little indicator light and check your tire pressures regularly, the old-fashioned way. TPMS is no substitute for manually checking your pressures anyway.
When the weather warms up, your TPMS will likely start working properly again. In the meantime, I wouldn't waste a lot of time tracking down a problem that may not even be correctable in those conditions. Just my $.02... CDN of course.
