harness question I still cant find the answer !!!HELP!!!

Information on the naturally-aspirated KA24E and KA24DE engines.

I saw a ka engine harness spliced with the wires reading.SWITCH POWER GROUND making it run in any car. I was wondering if anyone can point me in the right direction or have the answer.
