Ok your going to have to be a little bit more specific on your problem. Your car just takes longer to turn over when it's cold outside? If that's the issue start with the battery. Check you CCA (Cold Cranking Amps) If that's not the problem, you might want to check your Starter, Spark Plugs, and Plug wires. Finally there is the Ignition coil. Also realize this, if it is really cold out side this is almost a 15 year old car. So it might need new plugs, Plugs, etc.
