If it's a cable throttle, either the cable is in some way restricted; corrosion, a kink, or the throttle plate is having problem moving. If it's an e-throttle, the pedal itself has a problem. Either way, you need to check it immediately. What if one day it decides it likes where it's at and locks open? You would feel like a Toyota owner.
