(Getting a permit for a limited time, or requiring some kind of yearly or bi-annual renewal, might make sense.)
Eight years ago, my wife had an accident at a friend's house and underwent knee surgery (on her left knee fortunately!). After she was back behind the wheel, she got approval for a handicap tag for her car for 2 at a time (for a total of 6 months) as she couldn't walk very far at all without being in pain - no obvious limp, but lots of pain.
After her physical therapy progressed - over two years - she was able to walk further and further. Today, she still gets up and down in our house one step at a time - right leg first to avoid bending her left knee much.
But, she does not ask for a handicap sticker (even though it would help her a lot) because there is no limp anymore and she hates the idea of having to explain to people if she were to park in a handicap zone without an obvious need for it. And she can generally make it to the stores, etc., with short walks and just have bearable pain. Some years from now, she will need a knee replacement surgery, I suspect.
So, yes, I entirely resent illegal use of handicap parking stickers ...

deserve/need them are doing without!
