You would have to petition the DOT to allow the cars. Its not impossible, but improbable.

Federal is over all local regulations.

August 21, 1989 were the first R32's. 25 years later is August 21, 2014. I know a lot of "less than knowledgeable" people will probably have them on their way for Jan 1,2014 , and get them stuck in customs/ have to export them.

Jeez might as well be 2015... Does the individual car have to have 25 or just that model year? example all 1989 gtrs will be importable by August 2014.

The actual individual car has to be over 25 years old. If you don't want to wait, just pony up some cash.
