GT2871R Dyno results question?

hello everyone, just wanted to see your opinion on the new turbo. I installed the new turbo yesterday and got a reading of 299 whp with 227ft-lb at 14.4 psi on a mustang dynamometer. The only problem is that i reach that number at 7400 rpm. Is that normal or what? I see other result much higher than that. The guy at the shop just tell me the that turbo has a lot of lag. I don't think that turbo I have has that much lag. My set up is a tomie exhaust manifold, greddy elbow, 3" downpipe and exhaust, z32 air mass with greddy intake, apexi power fc, hks evc VI, nismo 740cc injectors, front mount intercoller, atmosheric bov, new clutch and flywheel, and the GT2871R. Another thing is that i cant turn down the boost. I have the evc 6 controller and i cant do anything with it. I cant even turn it up is i wanted to. I can physicaly change the numbers but my boost gauge stay the same at 14 or 15 psi at 7400 rpm. If anybody can give me some advice that would be great. I'm thinking that my boost controller is not connected right. I dont know.
