ground strap on manifold?

Other end has small electrical plug connecting on pass side inner fender wall whole thing is only about 10 inches long. Anyone know what this is? Mine is broke in the middle. What is (or was) this things function? Thinking it should be replaced.

I believe is just a ground. Should replace when you can
