Grinding/roaring noise louder at low speeds

My s13 never made a noise like this randomly one day it just started. It's a rolling noise that gets louder at lower speeds. I jacked the car up and grabbed the wheel from top to bottom and shook all the tires and nothing.

Sounds like its coming from the back left wheel but could be front however i don't feel anything in the steering wheel. The car sat for at least a month in my possession how long before I bought it idk. The rotors were rusty but not anymore since I was driving it but like I said it randomly started. I also have a welded diff but it made zero noise in the other car.

Could it still be the wheel bearing even if there's no play? The chassis only has 100,000 miles on it. When I get time I'll jack it up again and move the wheels. But the last time I did I don't remember any noise.

I hate having to resort to the Internet but I can't afford to take it to a mechanic right now and I can't afford to pay money for things I don't need.

might be possible that the rear caliper is seised up?

I don't think. The back right was seized up but it's not now since I can roll right out of my driveway no problem.

alright pretty sure its the wheel bearing. Thinking its driver front. Took it for a spin yesterday and jerked the wheel back and fourth and it got quieter when i jerked to the right so it only makes the noise when there is a force applied to it.
