GReddy Spec B Problem, Over Boosting

I installed the boost controller like the book said. I have a top mount T3 turbo with a external waste gate and my boost just rises as my RPM rise. I can't figure out why it keep doing that and it boost around 25 psi. I have a 10 psi spring in it and that is what i was boosting before i insatlled the boost controller. PLEASE HELP!!!!
