Okay there's two diagrams, one looks like the valve unit hooks onto the actuator and the other looks like it hooks onto the wastegate. The valve unit has 3 holes COM, NO and NC.

In diagram 1 the hose goes from the actuator into COM and out NO.In diagram 2 the hose goes from the wastegate into COM and out NC.

I'm fairly sure I use the first one cause I'm hooking onto the actuator. My question is though, the valve unit has each hole plugged with a plastic plug and it says your supposed to remove ALL plastic plugs. Do I just leave the NC hole open?

Yes 2 holes will be used and the other remains open to the atmosphere, take the plug out. I can't quite remember but I believe it is diagram one, with the port normally open (NO) its at the failsafe and will boost to stock psi. The wastegate can then stop it from opening causing the boost to raise.
