greddy boost controller question

i have a greddy profec bspec 2 ebc and need some suggestion as to what to put the set pecentage and the gain at to run 15psi on high boost and 10psi on low i have it on an rb25det with a brandnew turbo built to stock specs using the stock turbos wg actuator. i have it at 15% and it will only run 3.5 psi.
