Sounds like a bent valve train at the end. What is that whirring clicking noise on deceleration?

Thats the sound of the dynos rollers spinning down, they are pretty heavy and take a minute after a run like that to stop spinning.

Sure one can.

No difference than coasting down from speed on the highway - There's still load and resistance.

Apparently TX/WA don't have "at speed, under load" emissions testing.
