for 1450 shipped that's an awesome price. I paid close to 1800 for mine shipped but that was a little while back. A buddy of mine has them and loves them. He's left them on hard setting and complains about it being a bit bouncy, but he hasn't set them to soft settings for the street. One thing to watch for is the lock for the perches, they're little allen keys that might strip easily if you torque them too much, max torque on those should be 30 ft/lbs if you adjust them. Otherwise very flat through turns and have the graduations that make it easy to tune them without having to bring out the ruler each and every time. Their design is also top notch. For 1450 you're getting a killer deal.

If they are bouncy when they are at full hard, then they are under dampened. Setting them to full soft will only worsen the problem.

I'm guessing that either:a) Your friend has them on full soft but thinks they are at full hard.b) You guys are calling them 'bouncy' when you should be calling them stiff or bumpy.c) They really are under dampened at full stiff...sucks if that's the case.
