This is a fair question, IMO.
The metric for any wheel size is, can you get low enough to tuck wheel with wheels that small?
On 15's, with an S13, this will be TOUGH, but I don't think it's impossible. Here are my thoughts:
1.) You will HAVE to be stock body, no aero. If you have any aero, you won't be able to get low enough. You're going to have to be SUPER low, like rails 0.5" from the ground, no space for sideskirts. Honestly, on an S-chassis, being this low may require some hacking/welding.
2.) Rivet-on flares will help a ton. Flares will effectively lower the fender line. This is all about closing the gap between the fender line and the rim lip in order to achieve the appearance of tucking. If you can get the fender line 1" lower via flares, you should do that. This will also enable you to run a slightly fatter tire with more stretch, as the whole top part of the tire will be tucked inside the flare.
3.) You will probably need a custom exhaust. Part of the reason you see shakotan cars with pipes coming out of the hood is because they're too low to route it beneath the car. You could *maybe* get away with super-skinny piping, but it's more likely you'd have to route it through the cabin or just a straight pipe out the side.
Honestly, I think it's possible and I think it would look good, but you have to throw all the normal S-chassis dorifto considerations out the window. You have to build it like you would build a shakotan/grachan car.
EDIT: If you don't want super hard ZOMG fitment though, I think the burgundy coupe on Kosei's above looks great. My advice is if you want 17" fitment style on 15" wheels.
