Goes rich when in neutral upon decel but not in gear

This is my first post, I have searched around and wasn't able to find anything. I have a Ka24det with the bov vented to atmosphere jwt ecu, safc neo, and innovative wideband.
when i hit boost and let off (still in gear) the tune goes lean like it should. The problem is when i let off boost and simultaneously shift into Neutral the tune goes really rich like 9.8-11.5. It does this until i decel/brake completely to an engine idle where the tune leans out to normal.
I was thinking maybe its a transmission sensor? it cannot be my bov setup cuse it works fine in gear. If someone can find out why this is happening that would be awesome!!

Can be the bov, especially if its a draw through setup.

Fuel is delivered differently between staying in gear and being in neutral.

Assuming it is the bov, then would need to recirc it, or change to blow through.

I thought the same initially, but I eliminated the bov because I don't even hit boost till like 3k. So today I drove my 240 in the city, never got on boost, and got 10mpg. Then I drove it on the highway and got 22mpg. I talked to an ASE master tech today and we talked about the pcv, right now it's vented to atmosphere but if it where vented after the maf, then that should tune out. Oh I don't have a blow thru setup btw. I would try the pcv after the maf but then I would be running way to lean throughout my rpm band and probably blow a hole in a piston lol so what should I do? Get it tuned at a dyno??
Oh and if I set my safc neo to 0 across all the points will I be back to normal notoriously rich jwt? If so I'll try the pcv vented after the Maf, run just the jwt tune and tune with the safc from there.

I have eliminated the bov and all the piping for leaks. I cannot tune out of it with the safc in decel settings. I am kinda stuck as of right now. I suspect a vacuum leak but not sure to use carb cleaner to test or something else.
Does anybody think a dyno shop can spot the problem and fix it?
