NJ would do plenty including:
1. Find out if the gel is made in NJ, then sic the DEP on them to extract enormous fines for the chemicals they use in the manufacture and for the environmental impact of the smell of the consumed product has on the mating habits of a local species of pigeon.
2. Propose a new tax to reduce the sales of the hair gel to said guido's therby saving the environment from proliferation of said evil hair gel residue.
3. file a discrimination lawsuit against the manufacturer for making a hair gel that is only used by guido's.
4. The governor would then mandate the formation of a massive hair gel enforcement bureau to monitor excessive gel proliferation. He will insist that cash strapped local municipalities pay for it all who are already laying off police/firemen due to state funding cutbacks. Then the guv proudly announces on Meet the Press and Face the Nation how his personal initiative and tenacity singlehandedly solved a major chemical problem impacting the italian-american community, plus he balanced the budget at the same time. But of course he has no interest in running for President...yet
