I checked each plug wire for spark( put a spark plug and watch spark) and they are all getting spark. I loosened the fuel rail and fuel came out so I assume i'm getting fuel. The engine cranks over but doesn't start. It won't jump start either. I am not a mechanic when it comes to trouble shooting. What is the correct way to check for fuel?

An easy way to do a quick test for the fuel pump and filter is to disconnect the fuel hose from the top of the fuel filter and insert a long length of spare hose into the top of the fuel filter with the other end draped over the fender going into a catch can placed on the ground. Now turn the ignition key to the run position but DO NOT START THE ENGINE. You should see fuel going into the can at a good rate for several seconds.

Your problem may be due to incorrect ignition timing. Also the fuel injectors may not be firing.
