Gear sticking and sliping

I have a '93 240sx se and A few weeks after purchasing it a year ago, I have had problems with it sticking in first gear. Like when I start from a stoplight it will not change gears. This is very sporadic and I havn't had it happen for a few weeks until now. Every once and a while it will act very sluggish and stick in a higher gear, I can drive it ok when I shift manually from first to second to drive but it is still very strange. Usually this problem can be fixed by turngin off and on the car. Does anybody have any ide what it could be? It seems like a computer or electrical problem.

Oh and Also I have problem with my dash lights turning on when I start the car, it usually takes a few min before they come on
