well, you can physically open the unit up carefully & actually see burnt solder joints...
hmm, i don't think there's a fuse under the hood for dash lights... maybe check all fuses under the driver side kick panel. The mech was rite in terms of checking the dimmer switch... that acts like a fuse for the system <weird> if the bulb blew again in that dimmer switch, he'll haveta trace the short circuit.
ok u have the stock stereo or an aftermarket on there now?
i finally found some documents on this prob..cutnpaste time:------
Aftermarket head units use their own intelligent electronic dimming mechanisms, and therefore should NOT be connected to the "dimmer" wire.
Before the S-14, the S-13 radios often actually did not have a ground wire in the harness. These radios were grounded from physically being in contact with the chassis of the vehicle. This came by way of the ISO brakets that mount to the side of the radio and are then machine screwed in to the dash pieces which are connected to the chassis and conduct electricity so the complete the ground path for the radio. Does this makes any sense to you?
Just run a whole new ground from stereo to somewhere else. I used a shifter bolt. Then replace your taillight fuse in the fusebox. Oh yeah, I am guessing that your taillights don't work but the brake lights do. Hope this helps.
Please take heed to the following wiring chart and pay careful attention to the wires you are NOT supposed to use. There are THREE of them.

If you have used any of these wires and you're experiencing these problems, the first step you should take is remove these wires, tape the ends off and leave the alone. From there the next repair would be the Dimmer switch and check the TCU for burnt soldered joints.
it's actually just two wires, but one wire is in two places. Red/Blue which is the illumination power (in two places, on the larger harness and on the smaller harness). Red/Yellow, which is the illumination gound, on the larger harness alone.
