Gauge cluster warning lights wont go out when key removed?

I am just about done with my rb swap. I put the key in to see if i did the wiring right and if it would turn over and it does. But when i remove the key the light still stay on in the cluster. (EX- brake - check engine- seatbelt) I know it is not the harness since when i dissconnect the dash connector the lights still stay on. Here is a pic.

Try turning off your headlights.

They are off and in the down position.

make sure your key is fully off, i know ive done this a couple times cuz my key is so worn i can pull it out with the car running,

I turn the key off in the and pull it out normaly. Only thing i can think of it being is a bad ign relay, or cbad grounds due to recent engine bay painting...
