i doubt this will be helpfull but if its only in cold temp's that it does this
think of tire pressure, cold condenses heat expands, check the harness in the back of the cluster [esp if you have ever messed with it or taken it out] make sure its clipped in all the way, you may take the extra step to see that the wires are fully seated in the harness also
then not for sure if you would have a fuse for your cluster but i would swap it with another fuse and see if the problem transfers over
i cant see any reason a LED bulb would fail in this fasion but a filiment bulb may be loose but seeing as there are usually 10+ lights in any given cluster i dont think that would be an issue either
might also have your battery tested and if still nothing attack the alternator
you may not be getting enough cold amps out of your battery and your CCA might come up a bit low if this is an issue
