Gasoline fumes coming in car when cold outside 1995 Max

Hi all,I had this problem last year and muddled through the winter. It went away for the summer and now that it's cold again, it has returned. I have a '95 Maxima with 163,000 mi. When the temp outside is close to freezing, I get raw gas fumes in the car. My mom's husband asked at a shop and was told it was the fuel pressure regulator. After looking through my service manual I'm thinking more along the lines of the vapor return system. Anyone one have any ideas?Thanks!
