Gasket or not?

Hi, I'm installing a new water pump on my 91 KA24DE and am unsure on sealing issues. The FSM doesn't mention a paper gasket, only liq. gasket. My Chilton's says to use *both*. Some people tell me never use both. My dad says to just use the paper gasket...

WTF...

Can someone just *tell* me which is the proper method of sealing the water pump to the front housing, to avoid leakage? It's on right now w/just liq. gasket(permatex red gasket mkr), but I'm starting to doubt that is enough to keep it sealed(since the liq. gasket does not surround the bolt holes). What would the dealer do if I had this replaced?
