Page EL-65 in the manual I linked shows the pinouts and a simple schematic.
Page EL-66 Shows the full circuit diagram. You can use this to check for continuity between the various points in your fuel gauge circuit. Note that when it says "M59" that is referring to a specific connector and there is another diagram that shows where you can find all of those connectors. I wouldn't recommend "looking for broken" wires as they will most likely be in some place, wrapped up, that you will never find.
Page EL-67 Shows how to perform basic troubleshooting for the cluster.
Page EL-68 Shows how to test the the fuel level sensor
I would start with EL-68 to test the fuel level sensor itself before you worry about any wiring as it is probably going to be the easiest check. Removing the gauge cluster to do the EL-67 troubleshooting on the cluster involves a little time, took me 2.5 hours to do a gauge ring installation, but probably your next best bet as the clusters can fail. After that, I'd just start testing all the wires in the circuit per EL-66.
That's how I'd attack the problem. Others might just start with the cluster because they fail more commonly.
