Yeah, not far from that for sure. But incredibly incompetent drivers happen everywhere.

But enough about the wonders of PC Seattle.

Try http://pure-gas.org. I've found at least one station within 10 miles of me and on a full tank long drive I get about 9% better gas mileage (up to 21.5-22mpg) at 70.
