gas gauge fluctuations?!?

hi everyone, ive noticed for the past several months that ive had my v that when i park it on an incline or moving up/down a hill my gas gauge will fluctuate. is this normal? it bothers me because one time i was going down the freeway on a pretty steep hill and my E light was on (the needle was on the last bar for the gas gauge) and as soon as i was going down the hill the E light turned off and my gas gauge went up to the 1/4 line!?!?!? and as soon as the car leveled out at the bottom of the hill it took about 10min (driving around 75mph) for the E light to turn back on and for the needle to go back down. it seems that wen the front of my car is facing downward and the rear is higher when parked or moving down a hill my gas gauge goes up. wen the front is facing more of an upward incline the gas gauge goes down. its annoying because when i fill my tank to the halfway mark (i wish i could fill it all the way, gah gas is sooo expensive) and the car is inclined slightly upward ill turn the car on in the morning after i fill it up at night and notice that i LOST some gas(two of the little bars)... and wen i drive it doesn't fluctuate back to half... its annoying and i was wondering if anyone has experience this, or maybe it happens in other cars? i don't know, this is my first car so im just wondering. maybe the boogyman is siphoning gas outa my car at night i dunno..

It's like taking a reading while you're pouring out of a gallon of milk. When the carton is tilted the front side (spout) has milk all the way up while the back side (handle) has no milk. It just depends on where the float that provides the reading is located.
