I have found my self-test to be much more noticeable in cold weather, or backing down a steep incline (used to live on a hill for a few months) - but the ABS light should come on immediately after a failed test if it's not testing correctly. I noticed this after putting the fuse back in the wrong spot after replacing mine. You might want to do a few "parking lot tests" the next time it rains before you go to the trouble of yanking it...
The 90-93 ABS pump isn't a huge deal to replace... esentially like a master cylinder - just more lines. I assume it's not much different for the 94-96.
