g37s low beam & high beam not working?

just noticed my low beams and high beams not working on my 2009 g37s coupe. every other light works like the turning and normal daylight. i even changed the bulbs bought them brand new and still doesn't work. bought a new ballast to see if that was the problem but it still doesn't work. any help guys? could it be a fuse or something??

If you flip the switch for the high beam does the light on the dash come on that says you have brights on?

The main headlight bulb is for normal and highbeam. there is a cover that keeps the light from going higher and whne the high beams are on this mechanism lifts up and allows the light to go higher for the high beam effect. Maybe like Timmy said a relay that is keeping this from happening.
