g20 alarm system

I have a 2002 Infinti G20. When I bought the car used, the owner did not give me a key fob with it. I ordered a used one, but The security light doesn't bling,How can I know that the security system is enabled? if not how to fix it?

here's a link to the electrical system - see page 214 for the Security system. Could be lots of possible answers as to why the security light doesn't blink but see if you can do a process of elimation by reading the PDF and understanding all the components that make it work together.
