Fusible link gone bad?

Information on the naturally-aspirated KA24E and KA24DE engines.

in the little fuse/relay box in the engine bay, i was having trouble with it earlier and i replaced the ignition fuse. and it seemed to fix the problem ( it wasnt' starting) now it's havign the same problem. when i first turn the key, it'll sound like it's about to start cranking but never does. and then everything dies for a second and then the clock/lights etc.. come back on slowly . i have the FSM and it says that row of fuses is the fusible link. should i just go ahead and replace all the fuses ? ( they all look fine). or could it be the harnes to the fuse/relay box or something? the battery is fine, but the ignition isn't getting power from it for some reason. the car is a '90 S13 SE SOHC. thanks.
