funny noise equals bad connection/ground?

I am finally ready to start driving my ka24det s13. Unfortunately there seems to be an issue coming from my relay box on the side of the motor the coolant reservoir is on. The battery has been relocated to the rear hatch, but before it was relocated I had experienced the same issue. Basically what happens is when the key is turned there is a strange grr (yes like a pissed off squirrel or something) that comes from the relay box, and the car wont turn over. I had experienced this a small handful of times over the course of about 5 years of driving, but since it was few and far between I chalked it up to a 15 year old motor. Now there is a "newer" ka24de in there, as well as a new starter and battery. I dont know if this is a grounding issue, or a bad connection in the relay box itself. All the fuses and relays appear good and I truly am baffled. Has anyone else experienced this issue or had this problem, and if so what can I do to resolve it? Thanks for any help.
