I recently have a fuel pump failure on my 2008 Rogue and bought it to dealer. (its 40 months old and 37xxx miles on it so out of basic warranty)
I remember seeing in the warranty booklet that fuel pump is under powertrain warranty, but when I ask dealer, they said its not. I also contact Nissan but they also told me the same thing, that fuel pump is under basic warranty.
I took a screenshot from the 2008 Nissan Warranty Booklet found on the Nissan website:

So according to this booklet, it listed fuel pump under powertrain warranty. Did I misunderstood something or dealer trying to make me pay?

Just take it to a different dealership and see if they can do it for free. When I had a problem with wheel bearing and the car had 38k miles the dealership asked me to pay about $350. I took it to a different dealership and they replaced for free with Nissan approval. So this dealership called Nissan to get the bearing for me and the other one didn't.

I wish I can, but the problem is the fuel pump will short up(according to this dealer) at random time, cutting the engine and making it impossible to start up, which is unsafe to drive unless I tow it there.

It looks like you have pretty indisputible evidence there, your warranty booklet clearly states that the fuel pump is covered under the powertrain, I'd personally show this documentation to the dealer and tell them to get busy on the warranty work. I can't see how they could possibly argue with you when it's so clearly stated in your warranty book.

The service manager called me today and told me that they made a "huge" mistake, which is that the fuel pump is under warranty.
So that the good thing, now, the bad thing is, after they replace the fuel pump, they also recognize that the IPDM is giving problems too, so that requires replacement as well, and that is not covered under powertrain warranty.
Well I guess I will have to pay afterall=.=

I'm glad to hear this got sorted out and your dealer openly admitted their mistake and are willing to make things right!
