fuel pump voltage

I have a '93 coupe project car that has been sitting for about a year while i changed the head gasket/timing set/ brakes/ suspension stuff. Well i pulled the engine to change the head gasket and now it's back in with everything hooked up. The problem i'm having is i have no fuel pressure. I checked the voltage and it's only getting 8 volts to the fuel pump, but it's getting 12 volts to the fuel sending unit (runs the gauge). is it normal to have only 8 volts going to the fuel pump? the fuel pump is bad, i just checked it, but i'm still curious if it's only supposed to receive 8 volts
