According to the wiring diagram, the ECU at pin # 18 supplies a ground to the fuel pump relay. Looking at the bottom of the fuel pump relay connector. Terminal 1 is to ECU terminal 18. Terminal 2 is power from the ignition switch. Terminal 3 is battery source, which in this case is the ignition switch. Terminal 5 is to the fuel pump itself.
Terminals 1 and 2 are the coil, 3 and 5 are the switch. So when you wire it correctly or maybe you have a bad relay, everything should work fine. If not, bypass it.
FYI, Nissan ECUs mainly supply a ground to relays/switches as the ground side of ther circuit "arcs" less when energized.
