Fuel Pump prolem

So I am having this issue with my fuel cuz I am running really lean. I have replaced everything in the fuel system. 740cc Injectors, pfr, new stock rail, o ring, and fuel filter. But the car came with a walboro 255 fuel pump and decided to check the voltage to in. So I set the car to on and came up with 10 volts. And I know its suppose to be at 13 or 14. So do I rewire it or do I have a short some where? Any ideas on how to fix this.

Check and clean harness terminals first. Is your ECU tuned BTW?

iirc doesnt a Walbro have to be hooked directly to a battery to have full potential? via a relay of course, because the stock harness only puts out like 12v

Yes my ecu is tuned by JWT.

And thats what Im trying to figure out at the moment. And how would I go about wiring up my fuel pump to a relay?
