Fuel Pump Problem

I have a 91 S13, with a KA24DE. Swapped the KADE in, it turns over fine, but won't start. Traced the problem to the fuel pump, which we didn't hear working. My dad and I pulled it today, ran 12 volts to it and the pump is working. I tested the plug that comes from the harness and I'm getting 12 volts from there.

What could the problem be? Could it be a bad ground? Is there anyway I can ground the fuel pump more? Thanks

Check the fuse?

Checked fuse and relay, which both check out fine.

did you prime the fuel system a few times?
