Fuel pump problem

Fuel pump isn't coming on, not even for the initial 3-5 sec prime. Fuse is good, replaced the relay only to find there is no power getting to it. If I jump a wire from the battery to the "out" post of the fuse box where the relap plugs in the pump comes on. So what gives signal to the pump to come on? What wiring/grounds should I check?
