Is the ecu turning on? If you see the green and red light when you turn the ignition on, turn the screw to see if the lights begin a flashing sequence. If the lights flash, your ecu probably is n't toast yet, so the next thing to do is make sure the crank angle sensor is plugged up. If that don't fix it, physically check the pump by removing it from the tank or start probing the wires to make sure that the pump is functioning. And lastly check the relays...........

I had the exact same problem because of a short and it had fried the ECU where it powers the fuel pump. There is a relay next to your fuse box that the ECU sends a ground to in order to kick on the fuel pump.

It's either the first or third relay (I forget) Remove the relay and test it to see if the relay is good, if it's good then put a wire jumper across the relay and see if the fuel pump kicks on. If it kicks on then it's your computer.

The relay works when the ECU grounds the wire - if you jumper it and the fuel pump kicks on then the ecu is not switching to ground.

The wire that went to my dropping resister was grounded to the metal case on the resister - if this happens it will fry the part of your ECU that controls the fuel pump...

As boostboy said there is a few things that can cause this.
