fuel pump not priming..help

tried starting my swap 1997 s14 with s13sr redtop. Car is cranking but not getting fuel. I dont here the fuel pump prime. Also my wipers are not working could this be that my ecu is not getting power? how can i test to see if my ecu is getting voltage??

by using a multi meter and using an ecu pinout diagram

I did use a meter and found no voltage on any pin. Im using jumper cables to start the car. interior lights, headlights and dash work. no blown fuses found. help.....................
