Fuel Pump Issues

Its been quite a while since I've posted on here but I've become stumped on a fuel issue...

First, the car is a JDM '90 TT Z. I was driving the Z around town one night and then it just died. The battery is good and it would turn over. So, the original thought was that the fuel filter had clogged and I changed that right away and tested to see if I could get fuel through the system. There was nothing. This lead to either the fuel pump or the fuel pump control unit. Tested and found that the fuel pump fuse is still good and the wiring between the 2 are all good too. So then I replaced the fuel pump with a brand new one and still can't get the fuel pump to turn on or make any noise at all. Now before I have to pay any more money for parts that I may not need I want to check with the experts on here to see if you may have any other suggestions or what you would recommend. Thanks.

the fpcm is the likely issue, check for voltage and ground at the pump, if you tested for voltage and ground at the fuel pump you could have saved youself some time trouble and money, the fpcm varies the ground to modulate the pump

I did check the ground and voltage at the fuel pump and found that there was ground and voltage at the pump. The only difference was that the pump was getting constant 9 volts instead of the 12 volts for 1 second like the service manual said and I wasn't really sure what to take this as.
