Fuel Pump Issue?

Ok the problem I'm having is whenever i get full throttle on my car it cuts off at 5k when my secondary runners should open, if can get to redline though if im not full throttle. Also my car takes a long time to crank and hiccups here and there.

Btw I own a 2003 Spec-V QR25DE and I heard that theres a lot of issues with our fuel pumps and possibly a recall?

There are quite a few problems with fuel issues. There wasn't really a recall but a Technical service bulletin for those having issues. It was only a band aid for the problem though because it still exits on my wife's car.

Confirm that all recalls have been done. Does it actually turn off or just stop gaining revs?

Could also be the ECU or something as simple as a dirty air filter, depending on what you meant by "cuts off."
