When the fuel pressure regulator has no vaccum on it (IE when cranking) it allows full fuel pressure, so a FPR in theory woudl allow more fuel to get through if it failed in an open position.
the issue sounds electrical to me, especially with SR swaps with sketchy wiring... What you need to do is check for power at the fuel pump, then at the relay.. If you get no power at either, you need to figure why the relay isn't being triggered.
