fuel pressure?

ive read around for the last couple days and still cant find what i need. ive read that the fuel pressure should be 43.5 without the vacuum and 36 with, but is that with the motor idling? what should the fuel pressure be if the car is on the on position with the fuel pump relay jumped?

At idle. Set it at idle. Who cares what fuel pressures at with the car not running.

yeah well thats thing haha, it doesnt really idle. well, it does, but really high. the afr is so messed up that the car pops and smokes when it runs. I just recently purchased repoman's old red hatch from a local guy. the car goes into boost now and alot of the crap has been fixed, but it still needs the afr worked out. ive got an aem wideband and an inline fuel pressure gauge on the way, and the car already has a nismo fpr. thats why i was wondering if i can set the fuel pressure with the fuel relay jumped, and what it would be. more than likely im jumping the gun and can probably just get it somewhere close with it running at first, then fine tune it after i get the idle set right, but i figured itd be easier for me if i could set it without it running.
