Fuel pressure Regulator problem

heres the scoop, when i prime the fuel pump to get ready to start the car, gas will not transfer through the fuel rail via the FPR, the bottom fuel line has fuel in it, and the fuel line that connects to the FPR itself has fuel in it, but when i take the FPR off it has no fuel on the other side leading to the fuel rail, mind you this is a brand new FPR, the vacuum line is on but still no fuel, any suggestions? i have a 91 ka24de

Stock FPR? if so fuel returns to the tank through it. Your lines may be mixed up. wherever you've taken lines off, thats probably where they're reversed, Rail or PUMP.
