I was reading the FSM and it said that fuel pressure is 43 psi when starting up, but 33 psi when idling? I thought it would be 43 psi at all times.

The spec is 43.5psi (3bar) with the vacuum line disconnected from the FPR.

With the line connected, at idle, you'll see only ~34psi due to the FPR lowering the pressure to keep the pressure differential across the injector tip constant, which keeps flow constant.
