Fuel Pressure Issue (Car runs awesome with high pressure, like poo on stock)

Ok, so riddle me this:

If I set my Nismo FPR at 28 psi idle with vac hooked up (as per the FSM) or at 36psi with the engine off and the fuel pump relay jumpered, the car really runs like crap. Hard to start (multiple cranks to keep running), bogs, idles like ***...etc. I was playing with my pressures the other day, and I found that with the FPR set at 36psi at idle with the vac hooked up, it runs AWESOME. My gas mileage has gone to hell, but wow...runs killer.

So, thoughts?
